2007 SILVER LAKE NEIGHBORHOOD COUNCIL GOALS

Committee Goals

Community Liaison Committee

Contact at least one (1) organization a month and to develop a relationship with the SLNC.

Arts & Culture Committee
1.) To continue concerts in the park at Bellevue Park in addition to developing concerts in another area of Silver Lake, possibly at the Silver Lake Recreation Center, for a total of 6 to 8 concerts.
2.) To work with Bellevue Park on establishing a supportive relationship for an annual summer festival.
To mount “First Night for December 31, 2008” in Silver Lake.
3.) To work in conjunction with the Outreach Committee to develop a ”Silver Lake Cook Off” An event centered around food, cooking, recipes and stakeholders. Designed to ultimately generate a cookbook to be sold in Silver Lake shops and around the country.

Executive Committee
1.) To have at least one (1) “key” speakers at Governing Board meetings in an attempt to help expand SLNC awareness and relevance in the community.
2.) Post Governing Board meeting agendas at a minimum of five (5) stations above and beyond the mandatory posting stations.

Governmental Affairs Committee
1.) To develop a system of tracking issues the SLNC has taken a position on through disposition of the issue and including noted opportunities for board member/stakeholder advocacy on the issue.
2.) To submit at least 52 pieces of communication to City agencies in 2007.

Parks and Green Spaces Committee
Mission: to provide a forum for the discussion of issues related to parks and open spaces in Silver Lake.
Advocate the cohesive improvement of marginal public sites throughout Silver Lake – including medians, roadway shoulders, stairways, and other similar spatial conditions – with contextually sensitive design solutions that promote: 1) a distinctive Silver Lake Identity; 2) safe and functional gathering places; 3) self-sustaining native flora; and 4) a sense of community.

Urban Design and Preservation Committee
1.) To encourage and seek the support of Councilmember Tom LaBonge (CD4) and Council President Eric Garcetti (CD 13) toward a designation of 10% to 15% affordable units within each proposed residential development.
2.) To apply and work toward designation as Historic Cultural Monument for the “Boat Building” on 2400-2408 Hyperion Ave in Region 6.
3.) To establish a task force comprised of Silver Lake stakeholders which will contact and educate residents about their rights as renters with regards to condo conversions and demolitions within the Silver Lake area. The goal is to approach at least one apartment building in each of the 7 SLNC Regions.

Youth and Families Committee
1.) Provide volunteer support for on-going programs that bring youth and seniors together in the full life of the neighborhood.
2.) Committee members will attend at least three senior meetings and gauge how to assist seniors
3.) Survey and research community resources available to youth and families and list available resources in an accessible directory made available by (either posting on our web site and/or through brochure) by the end of year 2007.
4.) Promote active involvement of 14-18 year-old stakeholders through the identification and recruitment of at least one youth candidate for the 2007 governing board election.
5.) Promote increased civic engagement and participation among youth in educational and informative activities about the nature and function of the SLNC that involve student council and leadership groups and board and committee members over four months in March, April, May, and June.

Silver Lake History Collective
1.) Have an average of two (2) historical interviews per month
2.) Prepare a mini-documentary on the public paths and steps of Silver Lake.
3.) Back-up all current interview DVD’s and find an editor to edit existing interviews.

Beautification Committee
1.) Joint execution of Mayor’s Day of Service Beautification Day with Parks and Green Spaces Committee on April 28, 2007.
2.) Continuation of tree planting project with a minimum of 50 trees planted by year-end.

Budget & Finance Committee
1.) Ensure that all bills are paid in a timely fashion and all accounts are kept balanced and a report is submitted to the board quarterly.

Public Safety and Crime Prevention
1.) Hold a joint meeting of the local CERT team with the SLNC Emergency Communications Task Force to work out how to coordinate our efforts in early February. Based upon community interest, plan a drill to improve the CERT members and Communications task force members’ ability to take action in a disaster by year end.
2.) Work out getting a combination of tools and supply donations from local businesses plus funds from the SLNC by end of 2007 so that vital emergency supplies are placed in the 8x10 feet bin housed in the parking lot of the Russian Orthodox Church meeting hall.

Transportation
1.) A signal at Trader Joe’s crosswalk before the end of September 2007.

Outreach
1.) Update brochure and distribute to 10 locations minimum.
2.) Create a sandwich board sign and distribute it along the Silver Lake reservoir path.

Election Committee Motion (Lyon)
1.) To add to the goals: to identify the categories of stakeholders that ideally would be represented on the board, and ask the Election Committee to recruit candidates in these categories. For example: demographics of region, age, income, gender, sexuality, ethnicity, income, owner/renter; and other stakeholder categories of businesses, churches.

Governing Board Member Goals

Jens Kohler & Glen Dake
To identify a possible affordable housing development opportunity in Region 2 by November 2007.

Gail Jaffee
Work with Sunset Junction group to have Maltman Avenue closed to though traffic during the fair this year.

Elizabeth Bougart-Sharkov
To attend a L.A. Conservancy workshop regarding Historic Cultural Monument Status designation process.
To seek the support of Councilmember LaBonge and his office of CD-4, toward creation of Streetscape plan for Rowena Ave – between the intersection with Hyperion ave on the west side, and the intersection with Glendale blvd on the east side.

Cherie Miller
1.) Update the SLNC ”Library” to include Agendas & Minutes from the inception of the SLNC.
2.) Standardize all the forms generated by the SLNC.

Rebecca Franco
Work with the SLNC Outreach and Public Safety committees to craft a flyer, refrigerator magnet in English, Spanish and Tagalog informing residents in Region 2 on who they can call (ie 311) to get graffiti removed, bulk items picked-up, etc.

Jason Lyon
To have all board members more actively engaged in the work of the SLNC, as gauged by (a) active participation by each board member in at least one committee, and (b) participation by a majority of board members in at least one extra-SLNC city event on behalf of the SLNC (eg testimony at meetings of the City Council and/or its committees, attending the LANC congress, the citywide alliance, the NE NC coalition, the 912 commission.)
Note: The Secretary could track committee membership and perhaps note it online – either on the Committees’ homepages, or the members’ bio pages, or both. GA offers to keep track of extra-SLNC participation, if Board members will notify ga@silverlakenc.org

Michael Ray Menjivar
Organize a multi-committee event, such as the outreach event or cooking festival, which will utilize the specific skills and focuses of the LSNC and other resources within the Silver Lake community. The desired result is to increase active participation of youth in SLNC affairs.

Patricia McGrath
1.) Following in the footsteps of the Brentwood neighborhood Council, which lowered crime by 16%, to work with SLNC Public Safety Committee, the Lead Officers and the Chamber of Commerce to investigate developing neighborhood watch resources by the end of the year. This could consist of a message board that residents can monitor their Neighborhood and can be checked by police if needed.
2.) Organize a “Taste of Silver Lake” to promote a partnership with the Chamber of Commerce.

Kristopher Wallin
Under the Community Liaison and Outreach committees, visit businesses in Silver Lake to: Reintroduce SLNC and myself, Conduct survey regarding improvements or concerns, Discuss future SLNC initiatives.
Regions of interest: Sunset Junction, Hyperion, Rowena, Glendale Blvd, Silver Lake Blvd
I hope to take these results to better gauge applying SLNC resources and communication with upcoming region initiatives. Eg Sunset Junction street fair, SLNC public library, SL Reservoir, Trader Joes Traffic, etc.

Doug Dickstein
To produce bi-annual reports (one in March and one in September) that overviews the accomplishments of the SLNC during the previous 6-months and to place the reports in at least one business located in each of the 7 regions.

Addie Daddio
Work in conjunction with the Beautification Committee to encourage more Region 1 stakeholders involved in upgrading the Silver Lake Dog Park.

Loren Colin
As the homeless are swept out of downtown, they are slowly spreading their way through the City. In my opinion, it’s the most difficult social situation facing the City. My personal goal is: to educate myself more about the homeless issue and to help develop an SLNC position on how to help the homeless within Silver Lake, the City, and throughout the greater Los Angeles region by the end of the year.

Joshua St. Thomas
1.) To make the crosswalk at Silver Lake Blvd and Van Pelt safer.
2.) To improve the basketball court at Silver Lake park with a non-skid surface.

Laura Dwan
To hold at least one (1) stakeholder party.
