Elizabeth Bougart-Sharkov earned her Master's Degree in Architecture in 1974 from the University of Architecture, Civil Engineering and Geodesy (UACEG) in Sofia, Bulgaria.

Elizabeth was able to join her family in Los Angeles after 25 years of imposed separation. She lived in Hollywood since 1987 and in Silver Lake since 1989, where she joined the Silver Lake Chamber of Commerce with her architectural practice. This membership put a start to her community involvement.

Elizabeth has been a part of the City of Los Angeles Neighborhood Council system since September of 2003, when she was elected to the Silver Lake Neighborhood Council Governing Board. As a Representative At-Large and a design professional for over 30 years of continuous architectural practice, she immediately took it as her responsibility to establish the SLNC Urban Design & Preservation Advisory Committee (UD&PAC).

Elizabeth was re-elected twice, in 2004 and 2006 to serve on the SLNC Governing Board as At-Large Representative. She was elected in 2003, and subsequently re-elected three times, in 2004, 2005 and 2006 to serve as the Chair of the UD&PAC. In this capacity, she has been instrumental in policy-making, oversight of all proposed new development in the area, as well as taking responsibility for preserving and enhancing the unique character of the architecture and the environment in Silver Lake and its vicinity. Under her leadership, the UD&PAC has become one of the most vital and productive SLNC committees.

As an Associate Member of the American Institute of Architects (AIA), she participates in the AIA Urban Design and various other committees and stays well-informed on all proposed policies at the City and State levels regarding global revitalization of inner cities, improvement of affordable housing conditions, city infrastructure, design trends, traffic issues, etc.
